After the Federal Scholarship Tax Credit (FSTC) - or Education Freedom Tax Credit (EFTC) - was enacted in July 2025, a group of us began meeting informally. We had been working together for years to enact a federal tax credit and immediately realized that last-minute changes in the original bill would make it very difficult to implement successfully across the country.
We developed analyses of the law, guidance documents for rulemaking, and implementation plans, and we started to communicate to our networks, including national and state-based groups that had helped advocate on behalf of the federal bill, then known as the Educational Choice for Children Act (ECCA).
As news spread about the EFTC’s potential to improve student outcomes for all students, our coalition continued to grow. Today it encompasses hundreds of various student-focused groups, including advocates of education freedom, after-school programs, and all types of schools (private, charter, traditional public, home, micro and other innovative models).
