In April 2026, Governor Kelly vetoed state legislation, House Bill 2468, which directs the Kansas Treasurer to annually participate in the FSTC and prohibits the promulgation of state regulations more stringent than the federal law. The Kansas House and Senate over-rode her veto in May 2026. Kansas State Treasurer Steven Johnson officially opted in by filing Form 15714 in July.
Thanks to legislative action, elementary and secondary students in Kansas will have access to FSTC-funded scholarships.
Meanwhile, SGOs, schools, tutoring programs, and other education providers are making important preparations in advance of January 2027 when the FSTC becomes effective.
