Federal Scholarship Tax Credit in Washington

Governor Ferguson has not filed Form 15714 with the IRS, so K-12 students in the state still don’t know if they can benefit from FSTC-funded scholarships in 2027.

Governor Bob Ferguson has filed Washington’s Advance Election to Participate with the IRS, making Washington one of 28 states to opt in to the Federal Scholarship Tax Credit. Beginning January 1, 2027, donors in Washington and across the country can contribute to approved scholarship-granting organizations in Washington and receive a dollar-for-dollar federal income tax credit of up to $1,700.

What This Means for Washington

Until Governor Ferguson opts in, Washington’s elementary and secondary students will NOT have access to FSTC-funded scholarships. The governor still has time to act.

Meanwhile, SGOs, schools, tutoring programs, and other education providers are delaying important preparations in advance of January 2027 when the FSTC becomes effective.
