Governor Hochul announced in May 2026 that she expects to participate in the FSTC, allowing K-12 students in New York to benefit from these scholarships. Key political allies such as the New York Union of Teachers have pressured Governor Hochul to reverse her decision, but she has consistently rebuffed them, noting that public K-12 students will be the largest beneficiaries of FSTC-funded scholarships.
Until Governor Hochul opts in, New York’s elementary and secondary students will NOT have access to FSTC-funded scholarships. The governor still has time to act.
Meanwhile, SGOs, schools, tutoring programs, and other education providers are delaying important preparations in advance of January 2027 when the FSTC becomes effective.
